The lawsuit specifically addresses a request for salary records that Owen made during a public school board meeting and followed up with a written request for on June 3. Despite her efforts to obtain the information in a timely manner, Owen claims that Assistant Superintendent Jennifer Hemmelgarn denied her request on June 13, citing that it was “too difficult to supply.”
Owen’s lawsuit seeks to compel the district to provide her with the requested records and calls for an audit of the Human Resources Department’s processes and procedures that could impact the fiscal health of the district. She has also raised concerns about the lack of clarity regarding the number of employees within the district, further highlighting the need for improved transparency and communication.
Deborah Fisher, executive director of Tennessee Coalition for Open Government, has expressed surprise at the district’s denial of Owen’s request for pay information, emphasizing the importance of government agencies following open records laws. Fisher believes that elected officials should have access to the information they need to make informed policy decisions without having to resort to legal action.
