Education Committee Continues Study on Adequacy

This week, the House and Senate Education Committee came together to discuss the ongoing Educational Adequacy Study in Arkansas. The study aims to ensure that every student in the state has access to a high-quality education, with a particular focus on teacher recruitment and retention. This is a crucial aspect of providing a stable and effective learning environment for students.

Arkansas has a history of taking significant steps in educational funding, particularly following landmark legal cases like the 2002 Lake View case. The foundation funding model established in 2003 outlines the essential resources needed for an adequate education. While the composition of this funding model has remained largely unchanged, adjustments in funding amounts have been made over the years. In 2023, the per-pupil foundation funding stood at $7,413, demonstrating the state’s ongoing commitment to supporting its schools.

In recent years, there have been positive trends in teacher qualifications and experience in Arkansas. The percentage of teachers holding bachelor’s, master’s, and advanced degrees has increased, as has the number of fully certified teachers. The average years of teacher experience have also risen, from 10.5 years in 2021 to 11.8 years in 2023. Currently, 92% of teachers in the state have at least one year of experience, and 3% are nationally board-certified, indicating a dedicated and skilled teaching staff.

While the average teacher retention rate in Arkansas stands at 74%, there is always room for improvement. Under the LEARNS Act, starting teacher salaries were raised to $50,000 per year. This investment in teachers is crucial, as ensuring they feel valued and supported in their roles is essential to the success of the education system.

The final Educational Adequacy Report is set to be completed by November 1.
